The UK government is set to implement a new council tax surcharge, known as the “mansion tax,” targeting high-value properties. This initiative will affect homes valued over £2 million, with the tax slated to be enforced starting April 2028. To accurately assess property values, tax authorities plan to carry out inspections, focusing on internal features or measurements necessary to determine a home’s worth.

Under this proposed surcharge, owners of properties valued between £2 million and £2.5 million will incur an annual fee of £2,500. Those with homes valued up to £3.5 million will face a charge of £3,500, while properties worth between £3.5 million and £5 million will see a charge of £5,000. For homes exceeding £5 million in value, the annual surcharge will rise to £7,500. This additional tax will be separate from the existing council tax framework and is expected to increase yearly in line with inflation rates.

Valuation officers tasked with these inspections will evaluate several factors, including the size of the property, architectural elements, the number of bedrooms and bathrooms, and the number of storeys in the building. Property owners who hinder the valuation process by obstructing officers could face fines amounting to £200. Moreover, failing to provide required information without a valid excuse could lead to penalties as high as £500.

Ensuring a structured approach, the government has stated that all inspections will be conducted by prior arrangement with the property owners, adhering strictly to official guidelines. This measure aims to maintain transparency and cooperation between tax authorities and property owners while implementing the new surcharge.
